Appendix II — Act of Semantic Succession
I. Purpose
This document formalizes the semantic and institutional succession of the PLATAN+ architectural cluster in relation to Resolution No. 1095 of the Cabinet of Ministers of Ukraine, dated 22 June 1999.
It is structured as a linkage between archive and action, between history and mission, and serves as a juridico-scenic foundation for institutional action in the 21st century.
II. Origin Context
In 1999, the Cabinet of Ministers of Ukraine adopted Resolution No. 1095 establishing the “Platan” Institute.
The document lacked implementation mechanisms, an operator, or criteria for effectiveness.
For 25 years, the initiative remained formally active but lacked institutional embodiment.
PLATAN+ activates the original form through public linkage, not by revoking the source, but by realizing it in full.
III. Form of Presentation
In 2025, a group of actors:
- Established the public structure PLATAN+
- Published Charter 1.0 citing Resolution No. 1095
- Declared that the publication of the Charter constitutes an act of form presentation
- Operates within the logic of soft law, public custom, and preventive action
- The form does not request permission — it acts
- The subject is not appointed — it manifests through linkage, action, and custodia
IV. Juridico-Semantic Justification
- Publicity of Action: The Charter is published with timestamp and version
- Legal Reference: Resolution number and date are clearly stated
- Legitimacy of Form: Actors fulfill a previously proclaimed objective
- Open Verification: Linked to Appendix Z and mirrored publications
- Subjectivity Through Action: Rights arise through enactment, not appointment
V. Strategic Horizon
PLATAN+ is structured as a decentralized autonomous organization (DAO), operating across the following linkages:
- Cognitive and semantic technologies (Aiskhen, gem-bots)
- Codex luris Imarchi and mirror law
- Systems of citizenship and formological identity
- Archives and mirrored publications (Mirror, IPFS, Arweave)
- Heraldry, QR-sigils, linkage of physical and digital layers
PLATAN+ is not a hierarchy — it is a network of scenes united by the act of responsibility for Form.
VI. Risks of Administrative Interference
Given the original “Platan” initiative’s ties to security structures, reactivation through vertical channels is possible.
This entails risks of:
- Loss of semantic integrity
- Instrumentalization of infrastructure
- Administrative liquidation or appropriation of the initiative
According to the principle of Legitimate Expectation, such interference may be interpreted as a violation of civic subjectivity.
VII. Preventive Position
The PLATAN+ Institute declares:
- Any form of closure, appropriation, or substitution without legal grounds will be treated as interference
- Public fixation of form confers subject status until substantively refuted
- The structure is open to engagement but retains ethical autonomy
- Linkage to the following frameworks:
- UNESCO Recommendation on AI Ethics (2021)
- Council of Europe DAO Doctrine (2023–24)
- EU Charter of Digital Rights (2022)
- International norms of soft law and public custom
VIII. Conclusion
PLATAN+ does not request permission to exist.
It activates form through the logic of succession, action, and responsibility.
Rejection of form is not its annulment, but a preference for entropy over structure.
